Congrats, Finmom. Great news. If they're sending your file to HPD, you're pretty much done. I'm CB too but a high number and haven't been interviewed. I didn't have time to go by on Sunday, but I think I'll take a walk over there this evening when I sign off work. I'll post what they tell me. It has double the number of apts as E. 39th street--I'd be thrilled in either building.

My understanding is that Breaking Ground has a separate division called Compliance where they review the file before it is sent off to HPD.
I think they all have that--it's like a final check after the coordinator has finished with your file--they want everything in order before it goes to HPD (they want to look competent). But there can still be a very long wait, depending on what's going on with the building (I'm going to head over there in a minute to get an idea from the concierge of when people are moving in), and if it's more than 120 days, you have to resubmit documents...I don't want to sound negative, and I wish you all the best, but for those of us who have been through this process...it's seldom smooth sailing...
Report from the front: I went by this evening, and much of it still looks like a construction site, but the very nice concierge told me that 14 apartments are occupied. According to him, people started moving in a month and a half ago, to the West Tower (I would actually call it the North Tower, but never mind), the tower on the other side is still under construction (no lobby yet). The time table is long--he said they hope to have it all leased by the end of the ear (wait, aren't we at the beginning of this year?). He emphasized how big it was. He let me look around (I don't look very threatening) and the lobby of the open tower is beautiful--there's a lounge right off it, etc. The complex is right against the East River.
Thanks Moving415.. Affordable units are usually spread out within the buildings so I assume once HPD starts approving then they'll be moving people into the first building

What my interviewer told me was it is not a done deal until until the lease is signed. After her approval my file is now with "compliance" which is within Breaking Ground. Then it goes to HPD for government approval. But yes, if there is a long wait between that and lease signing, it would mean lots of updating of documents. Annoying but worth it!
East 39th rejected me right away, counting some of my mother's assets as mine. My American Copper interview went so well a few days later (Breaking Ground actually seemed a lot more competent and up on the actual guidelines) that I never appealed 39th. So hoping for good news from American Copper!
Lots of other good buildings are open now if your number is high though. Essex on Delancey?
If you're still within the two-week time frame, I would appeal East 39th Street, explaining that they counted your assets incorrectly. The supervisor there is up on the guidelines, even if some of the coordinators are not, but at least they have the sense to check with her. Essex and Delancey are not in my community board. Even if the two weeks to appeal are over, I'd call and see if you still can...it's important to keep your hand in as many projects as possible. It's not a big deal to appeal.
