I emailed them yesterday morning, got a reply email around 5 PM this evening stating the following response:
"That is a connectivity issue that our tech team is aware of and are working on resolving. In the meantime, please try:
Clearing your browsing history
Trying on a different browser or device
Trying on a different network (cell vs. wifi)"
The site has been down since last week, not sure why it takes so long to fix a bug! For the folks worrying about missing out on applying, most of the lotteries are open for about 2 months so hang in there! You'll be able to apply online soon, and I'm certain it'll be up before 2 months pass.
I've tried ALL those things before I even emailed them last and none of it worked. I've had the error message since the week of May 5th, so this has been going on for longer than a week.

I tried different browsers also and nothing seems to work.
So at this point you just have to continue waiting it out
I've tried updating, clearing history/cache, different browsers as well, different computers, nothing.
Same, there is only one development I’m interested in and it doesn’t close for another 6 weeks so thankfully I have some time. Still irritating though.

Locate the lottery of interest and under the “Name” column, click on the lottery’s name and an advertisement would populate. At the end of the advertisement, you would find instructions on how to request a paper application. You must submit a completed paper application before the lottery’s deadline date.
I don't think it has anything to do with "heavy traffic" as the problem seems account-specific - or happening to some accounts. It seems more of a problem related to the database.
I'm very surprised at the ineptitude of these technical city workers. They make very good money, and its' very difficult to get a city job. So how did they get their positions not knowing how to troubleshoot in a timely manner?

It has nothing to do with heavy traffic. I have been experiencing this error for weeks like everyone else has. So today I decided to try and create an account to see if the same could be said of that one. Shockingly I was able to log in and access the projects list. I have worked in IT for many years and this starts to make look at it as a database issue and not a traffic issue.
