Update:
I ended up calling HPD yesterday because I didn't want to keep emailing the agent. I asked If my application has been sent to HPD for approval and the guy on the phone told me, first, that I should be in direct contact with the agent regarding any information on my application and not HPD (they try to limit contact with applicants). Then he asked me when's the last time i heard from the agent...
I told him the agent last contacted me in June stating that they are 4 applicants in front of me and that they are waiting for available units.
Once he heard that, he told me that if they agent is telling me that its because I already went through the HPD process and that it is now on the agent to get the apartment ready for me.
He also did me the courtesy in sending them an email to see whats going on. I hope this can push the process for me because they waiting game is played out!
