If your income changes and they ask for updated documents you may be ineligible

I actually think as they have to get HPD involved and reviewed, the change in income later on might no longer affect the eligibility.

It seems as though they are waiting until they are completely finished distributing all 13 houses before they move forward.

I don't think this is entirely true, as folks have started to receive their contracts.
