I know that in-unit washer/dryers are not allowed. Is there any chance that PS will replace the plumbing? Has there been any talk? I know they already replaced the pipes for the HVAC system.

absolutely no chance of that happening. No appetite for another capitol project that will trigger another surcharge.
I applied for both, but didn't "win" the 1BR. Wonder how many applicants they get for each. I might have won a less probable lottery. But regardless, I'm on 2 lists. Penn South and River Terrace and its good to think I'll have an affordable place to live when I'm older. (I'll be 60's in ten years. Better late than never.)
I'm still hoping to get an affordable rental while I wait so I can save for down payment. It's frustrating that HousingConnect hasn't been giving list numbers with the new system. And I got a request to confirm interest with one in my community board, but my log number for that was 30,000 and I don't know where I stand now with CB preference. I feel they should provide a new log number to give me an idea. Is it 25 or 250...that type of info would help. I'm frustrated. I'm rambling and complaining now. Ramblaining.
I think with Penn South the important thing is to get in. If you do that with a studio, fine. You can go on the insider's list for a one-bedroom after living there for three years. And on that, I believe, you can specify a building or a line you prefer.
Plus, if you have community preference, you can get a lottery apartment even with a fairly high log number. The lower brackets will be tougher though.
You're wise to look ahead! The years to go by quickly, and you'll be happy to have great housing options.

A year and a half for a number in the high teens? At this rate, I may never move in
A person on the 2019 one-bedroom list who has a number in the high teens also has about 104 people who are "active" ahead of him or her from previous lists. At least, that's the way I interpreted the question.
