Do you mean certificate of occupancy? Never heard of them stopping a lottery for that reason. Where did you hear this?
I'm one of the six approved and I'm waiting to sign the lease stocked by this TCO. I was approved one month ago and I suppose I will not sign in the next two months. I didn't say they stopped the lottery but the assignment process

I wonder if they are still looking to fill the apartments. I applied in March and still haven't heard back. My log # is 34,6XX so maybe that is why I haven't heard from them.
