Thanks randomperson2. I would not have thought to look on the original Housing Connect/Mitchell Lama Connect site for new lotteries. I thought they were gearing up for the new site.

Does anyone know anything about Rosalie Manning?

Rosalie Manning seems to have about 108 units and was one of the MLs investigated by New York State. The report was filed in 2019:

69. HPD found “serious irregularities” in Rosalie Manning Corporation between April
2009 and August 2015 with regard to primary residence verification, non-availability of
shareholders’ records and other administrative procedures.


This isn't new, but I'm posting it because quite a few of these corrupt MLs have shown up recently with lotteries. That can be a good sign, that these MLs have to clean up their acts. I'm trying to be optimistic.

Other MLs found to have violations include Ruppert House, Luna Park, Cadman Towers, Esplanade Gardens, Trinity House, Washington Square Southeast, Clinton Towers, York Hill (the evidence was not conclusive though), Adee Towers, and maybe some others that I missed when I skimmed the report.

Wrongdoing included skipping people on the waiting list, crossing people off the list for no valid reason, allowing unqualified people to inherit an apartment, allowing cooperators to keep an apartment that is not their primary residence, and many more.

I think this shows us that we need to keep following up if we are on lists to make sure we're not passed over by friends and family members of people working in the ML management offices. I hope the state is keeping a closer eye on these places. MLs are still an important source of middle-income housing, and it's the only chance some of us have for affordable apartments!

Yes, I think the fact that several of those places have announced new lotteries since the report reflects clean-up efforts.

The rental lotteries are sometimes run by really incompetent people but seem to be less beset with irregularities.

I am on the list for York Hill. There BETTER not be irregularities by the time I'm called lol because that building is my holy grail.

I know you made the waiting list to several ML and Penn South and will probably take the 1st apt offered but which would you prefer?

I would absolutely prefer York Hill. I like Chelsea (Penn South) but it's not my favorite part of the city by far. I'm an UES/Yorkville gal and in all actuality my favorite neighborhood Manhattan is Carnegie Hill which is nearby. There is one Mitchell Lama in/near Carnegie Hill, Ruppert House, which I think Kefir King lives in. THAT would be my holy grail building, but I'm not on the list and I don't think it's opening any time soon.
