Exactly, the operative word here is OR. If we transfer money to each other to pay bills and rent for the lease and utilities that have been in both of our names for years I don't see what about that fails to show financial interdependency.

That's very common for roommates. I had my share and we did all that. They set up affordable housing for families or solo people. They don't want people to abuse the situation with roommates coming and going, which is common. If you are saying you two have made a home and plan to live together long term then I'd take the advice and consider having a joint bank account. Otherwise you are setting yourself up for an uphill battle.
