Based on the marketing handbook page 61 the Marketing Agent may reject for:
- Bankruptcy
- Delinquencies, Collections, Money Judgments, and Liens (more than $5K in total)

Umm no. These people had great credit and rents payment history and their Bankruptcies were 6 years+ out.

What about now? Does the 12-month rent payment history make up for that, since a credit check isnt done if you can provide 100% rental payment history for 12 months?

I don't know the exact answer to this (bankruptcy etc) but if you opt-in for your 12-month rent payment history submission, they won't check your credit. Well, at least this is based on my experience because I opted-in for the 12-mo rent payment history & I don't think the agent pulled out my credit check.
