Stand corrected. Penn South and NYCHA are all in CB4 not CB5
For some strange reason CB5 runs along Sixth north from 14th to 26th, then spreads over several blocks west to 8th avenue where it goes northward again until reaching Columbus Circle (59th street).

The boundaries have to be set somehow.
If you mean the boundaries of Community Boards, I suspect they have been stable and mostly unchanged for decades. It’s not like US House Districts, etc that require apportionment. The US Constitution demand that Congressional districts have some balance. I doubt think that is so for Community Boards. I suspect there is a big swing in population between the largest Community Board pop and the smallest.
Community Boards are independent of Housing Lotteries, and have various functions, boards, and so on. The lotteries might instead have chosen Zip Code, Census area, Voting/Poll sites to define the area of benefit for local residents.
My chances look solid. I’m dying to get out of this super tight studio I’ve been in for too long now. Not my most ideal area transportation wise (where I’m at now is perfect).. but I need a change and it’s not that far from where I’m at. So we’ll see how it goes.

How does the people who make the selection know that you live within the boundaries of CB5? I don’t recall that feature when applying through HC
The city determines the CBs. It is based on your current address that you entered into HC and you'll have to prove it through the documents process by providing your current lease, utility bills, or similar proof of address.
