DC to NYC to Statue of Liberty by 1:00 p.m. (hotels, storage)

I will be going from DC to NYC in a week and need help with logistics. The main goal is to get to NYC and then go immediately to Statue of Liberty. I plan on taking the Tripper Bus and either need to store luggage OR find a clean, sheap hotel near to drop of luggage and then get to the ferry for Statue of Liberty. The itinerary so far is: leave DC at 7:30 on Tripper Bus (I wish it left earlier), arrive NYC Penn Station at 11:30, and catch the 1:00 tour to Statue. Any suggestions?
1:00 is going to be cutting it very close to actually be on Liberty Island. Four hours is the scheduled bus time from Bethesda to NYC, but in all reality, it could very easily be 5 hours with only a couple of delays. On a Sunday at 7:30, the potential for delays is not great, but on the NY-NJ end of the trip there can be delays to get through the tunnel.
There are luggage storage facilities at many hotels, and some will let you store luggage there even if not registered. However, you need to find a place near Penn Station, and there's a commercial luggage storage provider called Schwartz Travel Services nearby. A new place opened on 23rd & Park recently called Cubby that has gotten some good reviews so far, but that's not around the corner from Penn Station. Do you know where you will be staying? If so, you can always check your luggage there, even if you have not yet checked into the hotel, just be sure to request late check in.
The one general rule about Liberty Island is that there is always a line for the ferry on the Manhattan side. You can reserve a ticket that bypasses the line, but 1:00 may be too close to do so, given that a few minutes are going to be lost on the bus, then some more time lost dealing with luggage or checking into your hotel, etc. You also have to travel to Battery Park to get to the ferry, and that's going to take 20-30 minutes, or you have to travel to the NJ side (fewer people in line and you can return to Manhattan) via PATH and cab, and that will take 20-30 minutes.
I hope that everything goes smoothly for your trip because the timing is very close, and the unpredictable nature of I-95 can easily make for delays. I make the trip via car quite often, or tend to take the train when not driving myself, only because delays on certain Amtrak trains are not as likely. If it were me, I would plan more to be at Liberty Island after 2pm.
