No, NYC only has 5 boroughs.
Different state altogether.

Are people going to be similar, sure.
As far as a municipality however, two TOTALLY different worlds.

I would assume that first it would have to be the same state before it could start to be considered the same city, so no.

I am a native and have lived here for most of my life, sojourns here and there notwithstanding.
I never lived in New Jersey but taught there - vastly different, even Hoboken and environs. Just different.
