I have recently read there is some considerable nudity at Riis Park but I have no personal experience, at least none that is not more than 2 decades old.
Are there any nude beaches within a short commute of the city?
For full nudity you have to go up through Sandy Hook as others have mentioned. Fire Island did have those too but this year the authorities have publicly announced a crack down on nudity and it will no longer be tolerated.
As for NYC, it's actually legal for women to be topless anywhere in public. There's one woman who parades around in the subways and when that 1 cop out of 100 arrests her because he doesn't know the law, she sues the city and settles for a few thousand bucks.
