If you ever watch 60 minutes, there's an episode where they were bulldozing houses down because they weren't worth anything, this way vagrants couldn't live in them and destroy the rest of the neighborhoods with houses that still were worth something. Not "all".
There are still a decent amount of Whites in Detroit though obviously it has gone down a lot. The areas of Hamtrack and Grosse Point are basically within Detroit and are majority white. (BTW: Hamtrack has a poverty rate of 46%-which is almost double the Bronx's poverty rate)[/i].

"White" and "Black" are never capitalized ! Why do people do this ? Sometimes I see "Black people." Why ?
Sorry to be petty, I have seen it over and over and can never make sense of it.
I admit it is kind of interesting from the viewpoint of how people express conceptual characterizations of races.
It is also absolutely incorrect, however.
