They need to start licensing these people. Must be a legal resident, can't have felony convictions. If they harass people they lose there license. Also, they have to have permission from the trademark/copyright holders for the character. They can request, but not demand, a tip. If they get pushy, they're done.
There can't be anything worse for kids to see than Spiderman getting his ass kicked and arrested.
Especially if your folks just shelled out a couple of dollars to have your photo taken with him!

This is my problem with NY. Once again, there are plenty of pedophiles, murderers and rapist walking the street. Thousands of Missing children that still need to be found.
