This is dead wrong. You should bother with craigslist. To find the best apartment you should be using every possible resource you can find. I've found many apartments in CL that were not advertised anywhere else. Especially in the Bronx. Spotting and avoiding scams is pretty easy once you get used to it. Use common sense. When apartment hunting I would often check CL twice a day so when something good popped up I could be the first to go look at it and submit an application if I wanted it.
In what neighborhood? Studios in my area go for $950-$1000..
To the op: As other have stated $800 for an apartment in any of the 5 boroughs to yourself is probably wishful thinking. You will need to live in roommates.
You may find a studio or 1br on Staten Island for that money. I rent my 1br for exactly that amount. It's out there if you look, and an option if you just don't want roommates.
800 a month should be enough to cover a nice bedroom somewhere, with a usable kitchen and bathroom as well. If you are looking for a college room that should suit you well. As far as 800 for any apartment in the ny area is absurd.
On the Jersey side, I live in Weehawken (15 min jitney commute to Port Authority) and pay $725/month for a studio. I just checked Zillow, and there doesn't appear to be any availability right now (best I have found is 2100/3 bedroom). But then you have to deal with the Lincoln Tunnel compared to the subway, and depending where in the city you need to go also pay for the monthly Metrocard.

Edit: The reason why I suspected this might be feasible is because when you look on the NYC Manhattan Craigslist apartments section and sort by lowest price, I saw apartments for as low as $500 that looked decent on the inside at least. However, these may be scams. Are they generally scams?
You will have a hard time finding a selection of rooms in Harlem for that price. One or two might crop up.
And those will be in the "ghetto" areas and/or very much the upper border of Harlem.
