Will the observation deck of the Empire State Building and The Edge at Hudson Yards remain closed when New York City enters Phase 4 on Monday, since they were planning on reopening that day. From what I understand, Phase 4 is going to be modified for New York City and many indoor venues that were supposed to reopen will remain closed. Also, will the Statue of Liberty Museum and Ellis Island Immigration Museum reopen on Monday since they were planning on doing so and are run by the federal government.

The phases are meaningless now, everything is neutered to the point where it barely makes any difference

Some outdoor things can open and that's pretty much it

Yeah, I think everything except for schools, sporting events and gyms are open. Just have to wear mask and social distance.

Bars and indoor restaurants are not open, not are food courts at malls. So no real change over Phase 3.
