Crime Hot Spots: A Study of New York City Streets in 2010, 2015, and 2020
In a new Manhattan Institute report, David Weisburd, a professor at George Mason University and executive director of the Center for Evidence-Based Crime Policy, and Taryn Zastrow, a graduate research assistant at the same center, examine NYPD crime reports for 2010, 2015, and 2020, finding that about one percent of streets in New York City produce about 25 percent of crime, and that these 1150 streets averaged more than 70 crime reports per year in the years studied. The report underscores that policing continues to be a critical service needed by large numbers of streets in the city.

There needs to be a mandatory death penalty for anyone arrested over 25 times, I mean c'mon, really!!??
Why do we tolerate this crap?
Firing squad executions should be mandatory in NY. Except this time give the guns to the victim or their family and an unlimited belt of ammo. They can target practice on him for as long until the ammo runs out.
