Rikers is no good because it is inconvenient for the people who need to visit their cherished loved ones there. That's it. Oh and they'll babble on about the cost of transporting prisoners to court, when Skype and zoom work perfectly.
We all know conditions could be fixed. But there is no fun and graft in that when you just got 8 billion of taxpayer money approved for your legacy. When you can tell people you were instrumental in closing down that awful place Rikers and showed true compassion by providing nice new facilities for scum.
