I'm not completely against this but I don't think these sorts of centers opening have helped things where they exist in the US. In San Francisco, which has tons of these it just makes SF more of a place with a hard drug culture on the streets. Not to mention open defecation by bums who sling their feces, spit on people, and otherwise assault pedestrians including children.
I think in SF the hard drug use went up. Now, if this is due to these injection sites it is hard to tell, since all these NGOs and other social services related institutions that collect this kind of data have a monetary interest to keep them open.
Switzerland has had on-site injection lounges for years. If done properly it could be a success but going by the past methadone clinics in NYC and surrounding areas I don't have much hope for this idea. Why would the situation be any different now ?
What we do need is access to Fentanyl testing strips. Not only for heroin but for other drugs as well.

Very few get back from heroin. Fentanyl just speeds up their exit.

The demographics are totally different b/t NYC and Zurich.
The injection centers belong on the grounds of hospitals, not on retail strips of struggling neighborhoods. Surrounding local businesses will be hurt by the junkies hanging around.
