Two observations:
1: This is inconsequential. Why must my eyes be subjected to such trivial matters?
2: The cops made this video with actors because cops are the only criminals.

Probably a PTZ camera staffed by a central security office. There are also automated PTZ cameras but I doubt NYCHA/ buildings in the hood have those.
