Why? Because the legal system had not been tough enough on crime even before the "reform". The volume of crime, predictably, increased further after the "reform".
Causation absolutely can eliminate a problem. If one knows that eating at McDonalds every day will cause one to get unhealthy, then they won't eat at McDonalds every single day. It's the same as the gun issue - get rid of the guns, instead of finding out why the nutcases are using them for mass killing. If the real cause - mental illness were to be identified, I don't think a reasonable person would agree that banning guns would be a solution.
Crime keeps a whole segment of the population employed however
The same segment of the population would remain employed if there were no crime at all, to assure that crime does not reappear. Singapore has as close as possible to zero crime, yet their police is very numerous and very visible. Their subway stations look like lobbies of luxury hotels, but are patrolled by more police than the scruffy urine-scented subway in NYC.

It is widely known that McDonalds fare is unhealthy, yet a lot of people eat there. I used to eat there quite a bit when I was young, despite having a detailed professional knowledge of its unhealthiness (now that I am over 60 and the idea of death has entered the realm of reality, the concern of croaking too soon has finally overriden the taste for garbage, but I still did eat fast food regularly a couple of decades ago).
Knowing causation of something may or may not help in uprooting it. Part of causation of lung cancer is well known, and has caused a lot of people to stop smoking but a lot of people still do smoke.
The problem with "searching for the causation of crime" is that this alleged "search" is only an attempt to excuse and justify crime, not at all concerned with reducing crime. We all know what the causation of crime is (ie, it is whatever the rapper Ice T succinctly says it is: the desire for power and control), no need for searching. What is needed is removal of criminals from the streets into closed facilities.
