It doesn't matter what race or religion a woman is, every female, or for that matter, every person should be free to walk the streets or use the subway and not have their bodies subject to physical violation. If there was a cop around, she would have been in her rights to have the perv arrrested.
It's unfortuante that everything has to be clouded by ethnicity. A crime is a crime regardless of the perpetrator's race or the victim's race.
Unfortunately, it appears that there is no law against lewd comments - so our mothers, sisters, aunts, nieces have to coontinue to face these vulgar excuses for men as they go about their everyday lives.
In NYC we have lots of very poor, lots of very rich, lots of ethnicities... throw them together in Manhattan and you have class and race tensions and resentments.
There's also lots of gender tension.
Manhattan has the most rich, single, young women in the US per capita. Ironically, many of them aren't interested in hooking up or having relationships. I can only imagine it's like to be a "5 foot tall", poor, hispanic delivery boy being surrounded by flocks of attractive women with whom I had chance with. So, the guys cat-calling you are probably desperate as hell.
NYC guys tend to be more aggressive with women because they're desperate. Case in point: my NYC buddy moved to Vegas and gets lucky every weekend with the locals; in Manhattan he had about a year dry spell.
Excuses. You guys are full of them. Let it be your mother, sister,niece,aunt or better yet your precious little girl. She comes home from school to tell you 'Daddy, a man touched me between my legs'. Your reply ' its ok honey, the men are desperate in NY'.
People who dress provocatively should not be angry when people look at them. It's perfectly legal to look. Touching is clearly wrongful. Pickup comments are unfortunate, but customs may be different in different communities. What is unwelcome to one may be welcome to someone else.

The OP's got some real issues. Doesn't Vegas have a much higher % of hispanics than NYC? Yes, they do. So it's not a Hispanic thing, It's a NYC thing. You should feel flattered that you are getting attention. Shoot, I left NY to move down South and it took me a few weeks to realize that something was missing. One day it dawned on me that when I was outside, I wasn't hearing any "psst" or "mami, you look so beautiful today." I was so used to those comments that when I didn't hear it anymore, it was strange. I love visiting NY now because I feel like a goddess walking down the street even if I'm not dolled up. That's what I love about NYC and the men. I don't consider it harrassment, unless of course, somebody grabbed my butt. That of course, crosses the line since that is physical contact, but girlfriend, you need to lighten up or hit the road back to Vegas.

I had no idea that men were so fragile. What's wrong with approaching a woman with, "Hi" or "Excuse me..." instead of "Shake it, don't break it baby!" or other crap lines.
If a man is only attracting golddiggers, there is something wrong with his approach. I have many single girlfriends with high-paying careers who happily date men who make less money. But many of the men haven't been able to handle it. Oops, I guess I did know about the weakness.
LOL. You are so right. I don't know why men fear women that are successful. You either find the best to be the best or be low and find the lowest. I believe any women would marry a janitor if he knew how to treat her.
I don't see anything wrong with men getting physical (brushing by a lady on a crowded train/bus) or gazing up and down. Normal, healthy men are going to do these things whenever possibly, if I may say so myself.
I am involve with a female, but I can't expect her to satisfy me 24/7. So, my view is that I can take liberties with other women (that are within the bounds, such as accidently making contact and apologizing later) in order to satisfy myself. And in Manhattan this can be done without ramifications.
Women shouldn't be so girlish and sensitive in places such as NYC. Catcalling and staring are facts of life in any major city of the world. Places such as Vegas are small towns really.
Men are also expected to protect women, pay for their meals, buy them gifts etc. These are also facts of life.
How can we meet? Brush against me for lust and see what comes out of that. Your one of the creeps we're talking about.

And what if a man were to "accidentally" brush up against YOU -- would THAT be OK? After all, perhaps HIS partner isn't satisfying him 24/7 and, hey, there you are. You wouldn't be "wimpy" and "selfish" about him satisfying himself, now would you?

I still don't believe a girl should have to change the way she dresses..but I am realistic and I do realize that going out in a two inch mini skirt and stilettos IS asking for trouble. If I was a guy and some girl walked around with her ass hanging out a lightbulb would go off in my head saying " Hey...she must want me to smack that since she's hanging it there to tease me"....so in this case I have toned down my apparel since arriving in NYC.
What used to be an innocent summer dress or tank top in San Diego is near pornographic for tastes here...ok not XXX but it gets me WAY too many catcalls. So I did adjust and the catcalls seem to have been reduced from 10-20 a day to like...maybe one a day at the most. I really have TONED down. LOL.
I don't think it's wrong for men to hit on women..or holler..or any of that..Just don't try to touch me whatsoever..don't get within two inches of my face or anything..and we are cool. If you don't get the clue in the first place..that's when you're taking it too far.
