Why do people prefer JFK over LaGaurdia? (Newark: construction, taxi)

I do travel for military members, many reservists who live in NY and it never fails for them to ask from JFK over LaGaurdia. One guy said traffic is worse near to Lagaurdia. The only problem is there isn't a good selection of government fares flying out JFK to places like SanAntonio etc.
la guardia is very prone to delays and in bad weather is not the safest place to come in and out of. give me the long runways of JFK or EWR anytime over those barely above minimum runways at LGA
Well, it depends where you are heading as well. Longer domestic and all major international routes are handled by JFK(EWR as well). LGA handles short-to-mid. haul domestic flights and a few to Canada and the English speaking Caribbean.

while LGA is almost 100% domestic you can certainly fly to the west coast from there. JFK is about 50/50 and newark is about 75/25 domestic/intl.
My first choice is Newark. I avoid using JFK if at all possible. LaGuardia's not good, but it's not as bad as JFK, which in addition to being a m-a-j-o-r schlep from the West Side (my starting point), seems always to be in the midst of some terribly inconveniencing construction.
Transportation from LaGuardia really isn't a problem.. you can just take the Q33 to 74th street, but that's not why I dislike LaGuardia. It's right next to my house, so I really have no reason to go to JFK, but the lack of runways is really sickening; I've NEVER had a flight from or to LaGuardia that hasn't been delayed because of traffic control or something of the like.
