So, Gov Lamont has fined two people who traveled from out of state to CT a total of $3000 for not completing the questionnaire and not observing the mandatory 14 day quarantine.

The people came from out of state. What about intra-state travel?

Cuomo has instituted the same requirements as Connecticut. Honestly though, I more concerned about people from downstate coming to Albany and other low contagion areas. Nothing to stop people moving around the state from high contagion areas to low contagion areas. Why is everyone so concerned about out of state people and ignoring the danger already on the doorstep?

Probably because the perceived risk is lower. Just a guess though.
