I've spent quite a bit of time in these past few months driving around and looking at small towns and small cities in upstate New York - mostly CNY.
Most of the folks there tell me that rising crime and homelessness (at rates not heard of only a couple decades ago) - are linked to increased illegal drug use and the illegal drug trade.

Most crime is a result of recurring criminal activity from a subset of recidivist criminals. This is why you read news stories about guys with dozens of open cases being arrested and being right back on the street again.
The "drug problem" has been on-going for decades. The type of drug changes. It might be heroin, cocaine, crack, take your pick. Some people will try to fry their brains on anything they can get their hands on, and then want to blame their personal failures in life on anyone but themselves. Its always someone elses fault that they are failures; they never look in the mirror and do the hard self analysis.
I do believe that this recent spike in criminal behavior is more directly linked to the changes in the criminal justice system. Bad guys have to be kept away from general society. They're only 1 % of the population, but they cause harm far in excess of their actual numbers. I also believe that its very unlikely that short of a major life course correction such as sincerely finding religion and a new moral compass that any of them have any incentive to reform themselves.
