I'd be less concerned about the poop and more concerned about a large breed dog of unknown origins and temperament wandering around loose. I think Animal Control might also be concerned.

I've always heard to get a couple of gallons of ammonia and pour it along your side of the property line. The dogs don't like the smell and won't cross over.

My neighbor was letting her dog out all the time and letting him go where ever he wanted. My husband picked it up and then ended up handing her the bag as she was outside when he went to take it over. He explained that we pick up after our dog and that we also have kids that play in our yard. We didn't want them to track it in.

Her HS aged daughters also let the dog out to roam free and they haven't since he pooped in our yard again and I picked it up and put it on their doorstep. The mom and I had a nice little chat.

It's my pet peeve. I pick up after my pet pick up after yours. End of story.

Easy remedy. Sprinkle cayenne pepper all around his pooping spot and wherever he enters the yard. They sniff before they squat. He'll find some where else to relieve himself. Dogs (as well as skunks, rabbits, and squirrels) are highly repulsed by cayenne pepper.

They typically also don't allow free roaming pets.

Call the police on them if you actual saw the dog do it. Many cities have laws about dogs not being on leashes and also for owners not picking up after their dog!
