Pinehurst rentals are fairly expensive. I looked on Craigslist for a 2-bedroom, and the cheapest place (a condo) was $875. You will have to look out in the country for a house with a yard if you can convince anyone to rent to a family with 4 dogs.
If I knew where you planned to work, I could suggest some possible towns to the north west or south of Pinehurst.
