Can you sell it to her at the DMV lot so she can just pop inside and get a tag?

Do not, under any circumstances, allow someone to drive off with your tags on the car. If the car is still owned, and legally registered to you, then you could drive it to Woodbridge, but unless the purchaser is a friend, that's a major inconvenience.

The Trip Permit would be the only way I would let the car go.

Thanks! Looks like the trip permit makes the most sense. It gives her 3 days to register and get the car inspected in VA. I think thats fair enough. My only concern is that its done in a legal manner, and because I am travelling tomorrow night, it is imperative that she be able to drive it home tomorrow.

I've seen it before - in other states.

I've seen it before, too. I figured out quite quickly, though, that it is not legal even there.
