Do road work crews intentionally block/slow traffic during the day when they think traffic would be less when in fact it makes it worse.
Do they not start till rush hours end? I was taking Reston Parkway north and they had a lane closed in the middle of the day.

What do you mean "makes it worse" ? Compared to rush hour? Nightime? Not doing it at all? I'm sorry a lane of yours was closed in the middle of the day, but given the choice between that and paying 2X the amount for nightwork - I'm going with the former.

I think he means makes it worse for him. It definitely would make overall traffic worse to be shutting down lanes during rush hour vs middle of the day.

No matter what hour of the day road repairs and improvements are scheduled and performed, they will be taken somewhere as evidence of two things --

1. Bureaucrats are stupid and inefficient
2. My taxes are being wasted and are therefore too high

By the way, not performing road repairs and improvements at all will be taken as evidence of exactly the same two things.
