In the afternoon you could check out Presbyterian Cemetery, some interesting Civil War and Revolutionary War history there:

For an afternoon and dinner, I would go with Old Town Alexandria. If I was looking for good live music in the evening, I'd probably go with Arlington.

If you're visiting DC, stay in DC and skip Arlington. Old Town is a nice, quick afternoon. If you're looking for window shopping at quaint shops for stuff few people buy -- the shops close early. Have dinner on the waterfront or one of the overpriced, mediocre restaurants along King Street, then head back into DC for bars around U St.

Correct, in terms of urban neighborhoods, which seems to be what the OP is looking for. Old Town is a better bet.

But to quibble - the Pentagon (and its 9-11 memorial), the Iwo Jima Memorial, the Air Force Memorial, and Arlington National Cemetary are all in Arlington. Indeed the view of DC from the Mount Vernon Trail in Arlington is itself something wonderful.
