If you have a *presence* than you have an infestation. There is no difference.

I feel for anyone who has had to fight bed bugs as it's a battle that can last months or even a year. Every time you run across one bug, the clock resets until maybe you don't see one for a full year which is how long they can last. I can say that aside from the financial impact of loss of stuffs you're better off throwing away like box springs and even sofas just for peace of mind, there's also the psychological fear/anger of seeing those pesky buggers scuttling about and the whole idea of them biting your kids while they're asleep. I took it on myself to vacate the room bare for a week, moved all furniture to the garage and take them apart and then wipe down every inch. I caulked up all the corners and any holes, crevices in my furniture so I probably have the most weather proof furniture anywhere now...lol. All it takes is one little crevice you miss that one may be hiding in on your furniture for them to come back. I'm not a big fan of chemicals so it's all been just vacuuming and cleaning/wipe down with alcohol and more vacuuming. I've done this twice now vacating the room as the first time around I don't think I cleaned the bed well enough and saw them come back after two months. It's been now seven months with no sightings so so far so good but I'm not declaring victory yet. Put the furniture back a foot away from walls for easy vacuuming and access. Only the basic bright color bedding go back along with boxsprings/mattress covered with good quality bedbugs covers just in case (i.e. not plastic but breathable with zipper and vecro seams, nothing goes in or out). De-clutter the room so there's no place to hide. Yep, every week or two I would go in and give the room and furniture a deep inspection with flashlight just to be sure.
Before this, I saw all those programs on TV about bedbugs it and didn't think much of it. After having dealt with them myself, now I'm just paranoid when I go to hotels or even public places etc. Even when you call in the exterminator, a lot of the work you pretty much have to do yourself (isolating the clothes, bag, wash, heat etc.). I definitely have battle scar from the bedbug battles but one I'm determined to win.
Best of luck.
