I've never had any issue with getting my deposit back when I rented. It was usually quicker than the required time because the apartments usually had very quick turns. This sounds like she's just plain lazy, IMO.

Glad to hear it. I found it amusing that she told you that you didn't need to threaten her (I've run into this in a different situation--trying to make me the bad guy to deflect, or just general cluelessness). I guess being honest with her about how you would have to pursue legal action so that you won't be taken advantage of, is considered a "threat" by people like her.
