It seems it would be best if you remain a Maryland resident, having that in-state tuition at College Park is a big help to you.

The Silver Spring to Reston commute is doable, You could of course also look into Bethesda as well, either is a doable commute and not a huge difference in experience, time, and traffic. Please note that traffic varies depending on the day and hour you're driving. So try to adjust your work schedule when traffic is less (avoid rush hour time).

Just remember if you move to VA you can kiss that in-state tuition goodbye. I'm also an in-state alumni from UMCP, I would recommend finishing your graduate school first then perhaps moving to VA if you later decide that is best.

Reston itself is at least worth a try but if you're intent on going to grad school then

If you do Silver Spring, just get used to long Metro commutes or working off hours (it's only like 40-45 minutes off hours.)

It gets really tiring defending Arlington from all the stereotypes...
Well, that was my point. What someone would consider "exciting" is another person's obnoxious drunkards. I think it's silly to constantly suggest that everyone in their 20's move to Arlington regardless of where they work because everyone knows ALL 20 somethings live in Arlington.

What's to explain? If you are no longer a resident of Maryland, you do not get the lower in-state tuition.
