I can assure you they wont go after that scum bag homeless bf. Poor violent thugs get away with nearly anything at this point and they are not charged.

Interesting. A co-worker of mine lives near the river trail, but I believe he's in Santa Ana. For months he's been complaining about the noise from the encampment. He said he could see the tops of the tents from his from yard. A few weeks ago he said they were all gone.. no more noise, no more tents. He has no idea where they went. Maybe this shelter had something to do with it.

Pretty much.

These people can steal, sexually harass, and be a nuisance with impunity. They picked the right state to be homeless.

The problem is really not solvable. There are 3 basic groups.

1. Those who have lost their jobs and are struggling and have the desire to get back to better conditions
2. Those with a past history, such as incarceration, past drug use, reducing their ability to get a job
3. Those with mental/drug etc problems who do not care and are content as they are.

There are other "groups" if you will and sub categories. However how do you help all of them?

Those that want help will take it but that is no guarantee the help will work for them as there are only so many jobs, but the balance, which is typically the largest percentage, do not want to change. What do you do with them? No place to live, won't work, will drink and take drugs and steal to get such. Even the best people cannot change the last group, as they do not want to change.

I'll add group 4 (from my experience doing charity on Skid row), run aways or people who choose to be homeless. These people chose to leave, sometimes very comfortable living situations, because they do not want to follow rules or be under anyone's authority. You'll see a lot of these homeless in places like Seattle. People who are perfectly healthy, come from upper middle class backgrounds but don't want to live under an authority figure anymore.
