This is very common all over. Schools do not want Masters becuase the union requires them to pay more. Schools are trying to get cheaper teachers. That means young and minimally educated. Getting a masters is one of the worst things that a new teacher can do. Sometimes you can get your masters while teaching somewhere, but you had better hope that you keep that job. Finding starter positions with a masters can be nearly impossible. You cost a lot more and there is no guarantee that you are any better than a teacher with a bachelors. I know people who just do not tell the school that they have a masters, so they can get a job. They make less than they otherwise would, but it is better than no job (probably).

I am not sure why the OP thinks that the budget crises is partially resolved. As far as I can see, it is getting worse and will continue to do so. Teaching jobs are hard to find and harder to keep. Remember under Union rules, the least senior teachers get laid off first. Thus, being the best teacher means nothing. It is all about longevity. If you do manage to find a job, there is a reasonably good chance that you will get laid off within a year or two. The good news is that California has great unemployment and welfare benefits. In fact, they recently discovered the millions of dollars of welfare funds are being spent in Las Vegas Casinos, in Hawaii, and on cruise ships. Perhaps you would be better off applying for welfare in California than trying to make it on a teacher's salary.

Many schools are trying to get older expensive teachers to retire, and replace them with young inexpensive teachers. When they can, they hire part timers to avoid having to provide benefits. In many schools, you will have to provide your own supplies, or get the kids to bring them. A lot of schools have students share textbooks, do not have desks for all of the students, have limited cleaning provided, etcetera. It is not a great time to be a teacher anywhere, but it is probably worse in Califonria than in most places.
