Well firstly, if she wants a car, she'd have to prove that she's responsible enough to drive it and make the right decisons in it. Obviously, she doesn't deserve it. Secondly, kids model after their parents. Perhaps there is something that you've done wrong, maybe there isn't. You need to sit down and have a long discussion with her.
Smoking I would not restrict her access,etc. I would suggest she smoke outside or outdoors. However, I would take her to the local cancer treatment centers and include the VA clinics. I would do this on a regular basis. I would provide education from gov and edu sites, etc. Short time probably not important. Long term very critical.
Oh yes because she's 16 smoking/dipping/lying and telling her that will make her listen for sure.
She's obviously lacked the basic amount of parenting in her formative years. There is no changing her.
Save yourself the grey hair and heartbreak trying to change who a person is.

She's in high school, she's 16, she probably has friends who are just turned 18. That doesn't mean that she is getting into more.
