I believe it's funded by non profits. Here is a link that says free shots against rabies every friday from 2 to 4 in venezuela. Puntos de vacunación gratis contra la rabia (perros y gatos) Todos los viernes de 2:00 - 4:00pm. You dont need to fill out a thousand forms to be approved its free for the public.
