keep in mind Chestnut Hill is about 1/2 hour from CC without traffic.

I still wouldn't rule out the city proper, especially because you can find a nice house on an affordable block, with some of the best elementary schools in the state, and still be close to everything. While I'd say a good 2/3 of Philly Schools would best be avoided, the following elementary schools have excellent statistics, usually far above the state average in testing scores and safety ratings:

West Philly:
Powel, Penn Alexander

Center City:
Meredith, McCall, Bache-Martin, Greenfield, Kearny

South Philly:
Jenks, Jackson, Nebinger, Sharswood

Fishtown, Kensington, Port Richmond:
Richmond, Bridesburg, Adaire, Brown, Hackett, Moffett

Northeast Philly:
Honestly, at least half the schools, but especially Mayfair, Crossan, Fox Chase, Forrest, Disston

Northwest Philly:
Jenks, Houston, Henry, Dobson, Levering, Wissahickon
