I know exactly what I am talking about. Other than CC can you list the areas that are growing?

The 15 most violent schools in the state are all in Philly.

South Philadelphia is growing. Lower North Philadelphia is growing from Center City to Temple U. University City and the surrounding areas of West philadelphia are growing. The Northwest is growing.

In fact, the city is expected to continue to grow at a healthy rate gaining about 10k residents a year.

Not only south Philly, but west Philly and a little parts of north Philly. And the whole northeast is fine. Exept for Frankford, which is improving also. And you can find schools more violent in New York, Los Angeles, and Chicago. So what's your point?!? Philadelphia is also home to the best schools in the state too.

Yup, which is a pretty good amount of growth by 2020 if it continues. Looks like the city is on its way per your statement above:
