I keep hearing this composition and I wonder is this just bad English or is it local to Philly and surroundings?

I'll say it sometimes if I'm speaking quickly. If I'm writing or speaking more slowly I don't say it.

Depending on my surroundings, I do sometimes say "I shoulda went". I don't believe the word "have" exists in the Philadelphia vernacular.

I also catch myself saying "I seen".

It's bad grammar, and bad grammar ain't confined to the Philly Metro area. I'm many, many decades past my elementary school days, but hardly a week goes by without my thinking "thank you, Sister Mary Rambo, for terrorizing me into learning grammar, teaching me how to diagram sentences, knowing the difference between its and it's, etc." Listen to TV long enough, or read enough web content and you'll agree with the snooty waiter in Ferris Bueller's Day Off "I weep for the future"

HA!!!! I taught if for quite a few years. I now consider it to be a foreign language!
