Winterfest/Penn's Landing has had years to get it right. Plus the folks who designed Spruce Harbor Park,last summer, are responsible for the layout of Winterfest. Obviously a bunch of talented people who thought things out.

Dilworth Park is still a work in progress but it's probably too late to change the size of the rink there.

Lastly there are different sponsors: IBX for Winterfest, and the Rothman Inst for the skating rink at Dilworth Park. I doubt if they talk to each other.
