Hi, I'm asking this for a friend. She has an appointment next Saturday at 8:30 am at 8th and Chestnut. She should be out by 9:30. She wants to know if parking at a kiosk is free at that time. Thanks.

No.. Parking is not free. Best to use the phone app and register the vehicle and pay using the app. If she uses the kiosk to pay, there is no option to stop or extend the parking session. While there is a $.40 fee to use the app, I find it every convenience to use when I am unsure how long my parking session will be.

For future references, if parking fee is not required for the parking zone, the kiosk will not allow you to purchase a parking session.

Not sure I understand your question. The meterup app is for paying for the street parking instead of using the kiosk.

There is also spotangel which seems to do the same thing.

Spotangle does not allow you to pay for the street parking (especially in Philadelphia).

It's just for one time, she won't need an app. But thanks anyway. She just thought parking at a kiosk might be free that early on a Saturday.
