In the Philippines it is when you can get married without written parental consent, you still have to prove that you officially informed parents of intent to marry giving a cool off and talk out of period up, to 25

Graduation from highschool is a rite of passage. Graduation from college and transitioning into the adult work world, even more so.
Kids start drinking before 21 though. But still college should not be a passage either. By the time you get to college, you should already have passed through. College is not suppose to be another high school. Of course that is what it has turned into though.

I thought it was 18 when you are officially an adult.

In the United States you can sign legal documents, vote, smoke and consent to sex. In many places you can consent to sex at a lower age then 18. However you can not but tobacco products in California. You can not buy or drink alcoholic beverages. so you have a partial majority until the age of 21. For most of the world 18 is the age of majority.

In the Catholic Church the age would be 18 unless the local government set a higher age.
