If you run it at 70 or below, I'll bet most "utlities included" landlords will find a way to charge you more. That low a setting is simply not needed, and, given that some of the equipment will be older, may just break the unit and leave you without until they fix it. You'll learn you don't need to set it at 70 or below to be comfortable.

I wouldn't recommend going with a free-utilities included apartment. Many people I talk to say that the landlords turn it on and have it set to a certain temperature throughout the day and it doesn't change much in the summer. You won't have the control you think you have with your apartment temp...

Look for apartments in Phoenix that are in safe areas, and have you pay for your rent and Electricity up front.. I believe most of phoenix is SRP, there rates are fairly low IMO.

Actually most of Phoenix is APS. There are some existing posts on the forum that confirm that SRP rates are lower than APS, but obviously it depends on personal usage.

How do you pay for your electricity "up front"? Do you mean as included in the rent? If you pay the electric yourself then you would actually pay it after you use it in the form of a monthly bill based on that usage.

To find apartments you can do as already suggested and use an apartment location service or craigslist (but be wary of scams) and you can also use a real estate agent who services rentals.
