I suspect the reason for making the vote citywide is to get a bunch of people with no investment to vote against the locals.

The reason that this has to go to the entire city is that all zoning changes have to be ultimately decided by the full city council, so to over-ride the full city council, it takes the full city. While this decision really doesn't affect the whole city, limiting these votes to the individual districts would result in the NIMBY's taking over and rejecting zoning chances that would be good for the city as a whole but are unpopular in the district they impact.

I'm voting for it, the fact that the Chervon owner it using the electorial process to try to restrict competitionso he can continue to rip-off consumers is outrageous!

At least they are being paid for by one of the parties, instead of a competitor who really doesn't care about "the neighborhood".
