Alamo Drafthouse strongly enforces it. It's an "upscale", art-house theater chain based in Austin. They're not in Phoenix yet, but they're expanding nationwide so will probably get there eventually.

First, no theater can enforce a ban on random talking or crinkling. That's up to the patrons to turn around and hiss "Sh!" If you're at the point of complaining about how people handle their straws, I'm sorry, but it sounds to me as though you're being unreasonably touchy.

Second, if people are texting/talking continuously, you can go and fetch an usher. It seems to me that Dan Harkins is particularly attentive in his chain and you might have a sympathetic ear there.

Third, the best route is to choose your movies where you're less likely to encounter kids. If you choose adult-oriented movies (by which I mean serious movies, not porn), and choose less crowded times, you'll probably get better results. That's why I'm fond of Harkins Camelview - they have better movies, and an older crowd.

If you go to an Imax movie at Arizona Mill, even though the crowd is generally younger, the ushers don't play around. I went to see the Batman premiere last year and they tossed a couple people during the showing PDQ, plus paying $20 a pop, you're far less likely to end up with people who want to interrupt the movie..etc.

In the past given my work schedule, I was able to attend movies during quiet times of day. Still there were the occasional bag-rustling, yapping idiots. Never in all my years of movie-going did I see any rules of etiquette enforced by management.

Now I've gotten so far away from the movie-going routine I have no idea what I'd encounter at my local theater. I video stream via Roku (usually Amazon Prime) and just don't have to deal with stupid, rude people--or a blitz of advertising for coming attractions.
