Are there any suburbs in the Phoenix metro area where you can get a sliver of cool breeze and mild temperatures during the summer?

Depends on your definition of mild. The exurbs like Cave Creek are usually about 5 degrees cooler...so you're only looking at 105 in the summer.

Only at the pools and waterparks.

But you have to be in the water to experience any cooling relief.

There are plenty of cool spots in the Phoenix Metro area, apartments, condos, houses, malls, movie theaters, just to name a few.

The short answer: no. Nights are cooler in the outlying suburbs. But, we're talking overnight lows in the upper 80s instead of mid-90s. Daytime highs are pretty much the same all over but a little less hot generally to the north and east where there is slightly higher elevation. It's a wash though as that is still horribly hot.
