Check out the GM IT Innovation Center, in Chandler. There's a guy I see at our local dog park who works there.

I see help wanted signs all over town, so if you can't get an IT job right away there seem to be lots of retail openings.

Look in Tempe along Apache Blvd between Rural Rd and McClintock. There are cheap apartments there and Apache Blvd is along the light rail. You can also find room mates there using Craig's list and Airbnb if necessary. Apache Blvd turns into Main Street in Mesa and you can find cheap apartments there close to the light rail. Use zillow.com to help you find rentals. The light rail spans from Downtown Mesa, through Downtown Phoenix. You should be able to find a job quickly. Throw your resume up on dice.com and monster.com and recruiters will contact you. Good luck and welcome!
Do you think Airbnb is a good place to rent a room for a long term stay?
