Hard to choose between Scottsdale and Chandler, but being an Indian, Chandler is a better choice.

BASIS is the best charter school in the valley (in academic aspect) and has campus in both Scottsdale and Chandler. But the one in Chandler has more Indian/Asian students (around 70%).

Lee Lees is an international supermarket located in North Chandler and has 2 rows of Indian goods.

Should you investigate south Scottsdale, beware of the Red Zone. Police speak for region of majority of distress calls this section, west of downtown covers N. 68th St to N. 64th (along the canal) with Osborne and Thomas to the north/south.
Nearest supermarket, Cincinnati based, is called the ghetto due to density of population (huge cluster of apartments, townhomes and demographic receiving financial assistance).

Southwest Village is an older residential section directly north and has many recent home renovations (including 2nd story additions). Property south of Thomas to the Tempe border will have potential for your price point. Not a lot but worthy of on-line review.

Chandler. There's a large Indian presence there because of Intel and other companies that have a lot of software engineering jobs in that city. South Chandler fits your budget and there are some fantastic homes for your budget. Scottsdale will cost more and I don't think there are any Indian stores there, not that there aren't Indians who live there, but the city as a whole has more of a upscale nature that doesn't lead to a lot of smaller independent stores like Indian grocery stores opening there. Right now there are about two Indian stores in or near Chandler. Lotus Market is in Mesa, near the border of Chandler and there's another one that I've heard of right in Chandler. Another Indian store is opening in South Chandler too.

Chandler, without a doubt. Tempe would be a close second.
